Surgeon: House Surgeon's Association :2013-2014 of S.C.B.Medical College & Hospital,Cuttack are on arms to fight out against the apathy of the govt in not considering their demands .As per them ,the govt policy to serve 5 years in K.V.K district is not a problematic issue for a doctor at least ,but why on contractual basis ,if the need is so mounting on the govt ,doctors opting to leave for other option need to deposit rs 5 lakhs as penalty >Hence ,there lies rational  demand , and if the demand lies there should be permanent posting with all that dignified way of equipping a doctor in the vulnerable and hilly patches .Secondly,while in house surgeon post working in hospital day and night ,the stipend amount is much below than that of similarly situated Asst.Surgeon and under a compromising salary and or stipend component ought to be at least 605 of of the amount the Asst. Surgeons are getting and a balancing proposition in service and the benefits accompanied may be the solution to allow the surgeons to work with dignity. 

the doctors under house surgeon-ship are more conscious of their responsibility,but the recurring apathetic and indifferent attitude of the govt has now led the surgeons to a turning point of demand ,but scared of mighty litigant like state ,the agitation still remains peaceful .under the circumstances,if the callousness of the govt persists then the consequence may be in resolute harsh

In a census ,most of the outsiders are thickly populated in the district spreading from Keonjhar to Zoda and Badbil ,but suffering of the locals still continues worse than before .Situation now warrants both for preventing illegal mining and encroaching upon the lives of adivasis ,a process of elimination of the outsiders has become the need of the day and security to the locals from the clutch of outsiders ought to be the prime action of the Govt

India has deferred until the next financial year its plan to finalise a deal for purchase of 126 Rafale combat aircraft from France since there is "no money left" for this now, Defense Minister AK Antony said on Thursday.

Antony also said Government is looking into complaints about the procedure to determine the winner of the combat aircraft deal, which is touted as the "mother of all deals" and is expected to cost India more than Rs 60,000 crore.

Antony hoped that deal will be finalised in 2014-15. Though there was no deadline it was speculated that the deal could be finalised during the current financial year. Asserting that the negotiations in the deal were still progressing, the Defense Minister told a press conference that the financial condition of the government was not good and "there is no money left for this."

"Almost all the budget has been spent. Many other projects are also in the pipeline," he said. The Defense Minister said his department has already spent 92 per cent of its funds allocated for modernisation and the remaining is also expected to be utilised soon.

He said the Government was making headway in the Rafale deal and taking all the possible care in the process to ensure that there are no loose ends. French Dassault Aviation, which makes the Rafale Jets, has been the lowest bidder for supply of the medium-multirole combat aircraft.

After a five-year long process, India had selected the French Dassault Aviation last year for meeting its requirement for 126 combat aircraft edging out the European consortium EADS' Eurofighter Typhoon fighter jet.

Antony also said the two sides were also trying to tackle the issue of life cycle costs relating to the Rafale. "There are complaints about the procedure of calculating the Life Cycle Cost and that issue is not yet settled. Before bringing the deal before the Cabinet Committee on Security for final approval, we would like to get clear on that aspect," he said.

As per the Indian defence procedure, the firms offering lowest prices and meeting the requirements of the respective services are given the contract and in this deal to procure 126 combat aircraft, the LCC has been taken into view to determine the lowest bidder. Senior BJP leader and former finance minister Yashwant Sinha has written to Antony raising a number of questions over the "conceptual shift" in the defense procurement policy and expressed fears that the LCC concept may bring in corruption.

OBB Bureau ,Bhubaneswar, Feb 1:Senior IPS officer Arun Sarangi has been posted as IG Vigilance, official sources said today.Sarangi was IG, Intelligence until now.Official sources said the Home department order has been duly approved by the chief minister.The reason behind the ‘surprise move’could not be ascertained immediately. However, the fact that there is no mention of who would be posted as IG, Intelligence in Sarangi’s place suggests that the decision was taken in a hurry. Sarangi is on leave at the moment, sources said.
