Sources said, the  Infamous Sarpanch Rakesh Naik  has been in the close association of Mr. Ranendra Pratap Swain; and being a privileged local leader gets involved with lot of crimes under the protective umbrella of Raja Bhai . Sources further said ,while filing his nominations ,he has suppressed all his criminal records with the help of Raja Bhai (Mr. Ranendra Pratap Swain); the irony , all  these days of his being concealed under Rat's shell of Raja Bhai is nothing but attributing to harbouring the offender which warrants penal action U/s 212 of I.P.C .

Ranendra   Pratap Swain as M.L.A is said to be carrying personality unlike other MLAs and knows each one of his constituency ;since he believes in muscle power ,he prefers to be in touch with the persons like Rajesh Nayak. Raja Sawin is so concerned he has prevailed over the   Chief Minister Naveen Patnaik to take up effective election  campaign for Khuntakata Panchayat Sarpanch Rakesh Naik, who, was arrested by the Kolkata police on charges of a series of crimes, including murder. A team of armed police on Monday evening arrested Khuntakata Sarpanch Rakesh Naik on charges of having committed several crimes in Kolkata. BJD MLA Ranendra   Pratap Swain on January 25, 2012, along with Chief Minister Naveen  Patnaik had urged people to vote for Nayak, the BJD-supported candidate, for the Sarpanch post. MLA Swain was a strong backer of Nayak. However, despite the CM’s campaign, Nayak lost the election to Independent candidate Bilas Chandra Behera by over 1,000 votes.

According to sources, Nayak had won as Sarpanch in a bye-election after the elected Sarpanch Bilas Chandra Behera resigned from his post just after winning the last PRI elections showing personal cause. As Nayak had criminal background, none dared filing nomination against him. Kolkata police had tried several times to arrest him with the assistance of local police,  but in vain. However, this time, the Kolkata police were successful in arresting Nayak. They had not informed the Athagarh police about their raid on Nayak’s hideout.

Sources said, locals of Athagarh suspect his connection with M.L.A  has always been questionable for which the mobile of Mr. Nayak, if examined call wise along with respective voices recorded in the server may bring the nexus as to how Rajesh Nayak had established his Crime Kingdom in Odisha he had his criminal domain spread over the country and who is the king pin masterminding his evading the arrest.

Cuttack: 15.12.2013:Choice of Raja Bhai landed up the BJD in question.Infamous BJD Sarpanch Rakesh Naik of Khuntakata Grama Panchayat, Athagarh Rajesh Naik, who was taken to the custody of Kolkata Police in connection with series of murder cases , has constructed a mansion at Narayan Vihar in Laxmanpur area near Jagatpur with his under world money extorted in West Bengal, investigations by Kolkata police have revealed.

Rakesh Naik, who runs a criminal network in West Bengal, has constructed the building at an estimated cost of Rs 2 crore on a piece of land purchased from a builder, sources in West Bengal police said. The mansion was a meeting place for criminals from West Bengal and Odisha, besides some high profile political leaders of Odisha like Ranedra Pratap Swain and many others who used to visit the building at regular intervals, they said.

Surprisingly, the Commissionerate Police, have not yet raided his palatial building nor taken up any kind of surveillance.

While the commissionerate police have said they are waiting for a response from their Kolkata counterparts, it is most likely that the documents relating to his criminal activities could have been either destroyed or taken away by his associates and the police machinery may be hands in glove under the instruction of political master.

Having not found the vehicle, Mr. Bisoi  owner of the bike lodged his vehicle missing report before the Town P.S, Dhenkanal,but the police there did attach any importance nor appeared to have taken any interest to help a person in distress.Blaming the luck being bad, Mr Bisoi returned home and lost all his hopes to get back the bike and in the meantime ,on 12.03.2014 in the evening hour he received a call from Angul P.S as to whether his vehicle is missed and on his confirming, he was advised to contact Smurtiranjan Kar, IIC, Tangi Police Station. Mr.Bisoi contacted  Smurtiranjan Kar ,IIC,Tangi Police Station and got convinced that his vehicle is brought to the custody of the P.S.Hence without any loss of time, Mr.Bisoi with his friend Mr.Manoj Kumar Mohanty had been to Tangi P.S and found the bike kept in the said P.S.

Instance is such ,in the appointment of Asha and Asha Sathi under Janai Suraksha Yojan,the District Collector does not acquire any statutory role other than district supervisory head ;but when a matter came before Hon'ble High Court of Orissa in W.P.(C) no.10970/2013 ,the Hon'ble Bench in the stage of admission of the case ,directed the Collector ,Cuttack to examine the matter strictly in accordance with law adhering to the basic principle of natural justice and upon being so directed ,the Collector ,Cuttack Mr.Girish S.N having not examined the provision of law for his limited role in the case referred to nor having given weightage to the party at whom his sword is aiming at has constituted a court in judicial site and by means of his supervisory sword  ,he appears to have acted as if holding a writ court of higher judiciary and while disposing of the case referred to has worded his disposal of the case comparing himself with the judges of high court ,quoting the same ,it conclude as ,"Taking into account  the case story ,examination,cross-examination the petitioner,O.P-5 and Medical Officer I am of the opinion that the case of the Op.5 for selection of Asha as well as Asha Sathi is liable to be quashed."

The word or the terminology  "quash" means-to render null and void by a superior court /set aside or put an end to by an order of a higher Court."

In the given case ,the direction by the Hon'ble high court has not empowered the collector to constitute a Court with judicial process ,only an action under his supervisory capacity was therein contemplated; but the Collector wild in power searching has assumed himself as a Judge and taken up the issue under reference as if a court having jurisdiction and thereby quashed the appointment of a party who has been taken into role of the Govt 8 years back and she not being declared as selected for Asha Sathi has also quashed her anticipated selection for Asha Sathi.

More particularly,the Collector has dared passing his questionable order of Quashing marching over to  directions of the Hon'ble High Court of Orissa passed in W.P.(C) no. 22525/2013 dtd 24.01.2014 and 2850/2014  dtd 13.02.2014.

The attempt of the Collector,Cuttack ,Girish S.N is nothing but encroaching upon the domain of judicial forum and the given case is a glaring example which not only shows the inefficiency of the collector but shows his impetuous conduct to over reach the orders of the Hon'ble High Court of Orissa and thereby an action under Contempt of Courts Act is contemplated,legal experts suggest.

Surgeons are getting and a balancing proposition in service and the benefits accompanied may be the solution to allow the surgeons to work with dignity.

India has deferred until the next financial year its plan to finalise a deal for purchase of 126 Rafale combat aircraft from France since there is "no money left" for this now, Defense Minister AK Antony said on Thursday.

Antony also said Government is looking into complaints about the procedure to determine the winner of the combat aircraft deal, which is touted as the "mother of all deals" and is expected to cost India more than Rs 60,000 crore.

Antony hoped that deal will be finalised in 2014-15. Though there was no deadline it was speculated that the deal could be finalised during the current financial year. Asserting that the negotiations in the deal were still progressing, the Defense Minister told a press conference that the financial condition of the government was not good and "there is no money left for this."

"Almost all the budget has been spent. Many other projects are also in the pipeline," he said. The Defense Minister said his department has already spent 92 per cent of its funds allocated for modernisation and the remaining is also expected to be utilised soon.

He said the Government was making headway in the Rafale deal and taking all the possible care in the process to ensure that there are no loose ends. French Dassault Aviation, which makes the Rafale Jets, has been the lowest bidder for supply of the medium-multirole combat aircraft.

After a five-year long process, India had selected the French Dassault Aviation last year for meeting its requirement for 126 combat aircraft edging out the European consortium EADS' Eurofighter Typhoon fighter jet.

Antony also said the two sides were also trying to tackle the issue of life cycle costs relating to the Rafale. "There are complaints about the procedure of calculating the Life Cycle Cost and that issue is not yet settled. Before bringing the deal before the Cabinet Committee on Security for final approval, we would like to get clear on that aspect," he said.

As per the Indian defence procedure, the firms offering lowest prices and meeting the requirements of the respective services are given the contract and in this deal to procure 126 combat aircraft, the LCC has been taken into view to determine the lowest bidder. Senior BJP leader and former finance minister Yashwant Sinha has written to Antony raising a number of questions over the "conceptual shift" in the defense procurement policy and expressed fears that the LCC concept may bring in corruption.

However, the fact that there is no mention of who would be posted as IG, Intelligence in Sarangi’s place suggests that the decision was taken in a hurry. Sarangi is on leave at the moment, sources said.

 Odia IAS officer accused of sexual exploitation

Jaipur, Jan 26 :OBB: A first information report was Saturday registered against a senior IAS officer here on the basis of a complaint filed by a 22-year-old girl who accused him of sexual exploitation after promising her help to clear the civil service exam, police said.

The accused B.B. Mohanty, an additional chief secretary rank officer, is currently posted as chairman of Rajasthan Civil Services Appellate Tribunal.

“The girl who lives in a hostel in city’s Mahesh Nagar area approached a court accusing Mohanty of sexually exploiting her. The court ordered police to lodge a first information report (FIR). The report was lodged Saturday,” said Inspector Ramawtar said.

OBB Bureau:Bhubaneswar, Jan 26:  Judicial court complex.Chief Minister Naveen Patnaik on Saturday laid the foundation stone of the Judicial Court Complex (JCC) at Bhubaneswar Bar Association office premises here. Speaking on the occasion, the Chief Minister said nearly 20 different courts will start functioning from this complex once the construction of the complex is completed. In due course, it can accommodate as many as 50 courts, he said. Since advocates are finding it difficult to rush from one court to another when the courts are located at different places, the JCC will be convenient for lawyers to deal with their cases without moving from one place to another, Patnaik said. Besides, it will also help litigants and petitioners get their grievances redressed expeditiously, he added. “A judicial complex will facilitate all the courts, tribunals and commissions within one premise. This is a step to enrich good governance to which our government is committed. I hope this welcome step will make the justice system quick, inexpensive and justice-seeker friendly,” Patnaik said. Supreme Court Judge Justice AK Patnaik, Odisha High Court Chief Justice AK Goel and District judge Bhubaneswar BK Rath also spoke on the occasion. The JCC will have four separate building – G+9, G+7, G+11, G+5 – two each for Judicial and Revenue courts respectively constructed on the land after demolishing the office of Sub-Registrar, Tehsil and Sub-Collector office here, informed Bhubaneswar Bar Association Secretary Prasanna Kumar Parida.

Jagatsinghpur: 25.01.2013: Odisha Bulletin Bureau: Mutation of land goes to stranger in Jagatsinghpur Tahasil. Now-a-days, there has been remarkable change in the revenue administration of the State aiming at people friendly mechanism and a great deal of exercise  being put to remove all difficulties in complex principle of revenue laws .In one hand ,the Govt ,Department of Revenue under the renovation  measure of Mr.Tara Dutta , lot of proactive action are put in the pipelines and many thing already achieved;but the corrupt officers below the line are still haunted with their eagle -haunting eyes to over ride the laws and derive benefit for themselves.

One such case now surfaced in the probing of the Bureau ,the case at hand relates to one   Sahibhusan Acharya an old man of 80 years native of mauza :Mallapur,P.O: Kotian -Baranga ,via-Baduapada in the district of Jagatsinghpur presently staying in Bhubaneswar has become a victim to the fraudulent mutation of his land building by the Ex-Addl. Tahasildar B.C.Nayak  in favour of one Kamini Mishra W/o Prasant Kumar Mishra ,Jagatsinghpur .

On probing the issue,it is learnt from the records ,Kamini Mishra 's husband is one of the followers of the local M.L.A Bishnu Charan Das who was once made infamous for manipulation of his son's mark sheet in board examination . Point to be understood ,Smt Kamini Mishra taking the advantage of the absence of Sashibhusan Acharya and his family members at their native place ,  had once filed a Civil Suit no. 59/2005 claiming title over the property of Sashibhusan Acharya but could not succeed and the said suit was dismissed vide order dtd 16.09.2006 by the learned civil Judge (Sr.Div) Jagatsinghpur .

But Smt. Mishra could not stop there and tried to explore the possibilities how to hijack the property of Sashibhusan Acharya and therefore ,privileged with her husband's political link with local M.L.A has prevailed over the local Tahasil administration when one B.C.Nayak was the Addl. Tahasildar of Jagatdingpur .As learnt ,they have devised a scheme in collusion with the local Notary Mr. B.B.Mohanty Regd no. 02/2002 and thereby , an Agreement for Sale was prepared on 3o.12.2006 incorporating clauses like Sale Deed and the said instrument had then been registered with the said Notary .although the the instrument was named as Agreement for Sale but the text of the instrument more like Sale Deed quoting payment of cash of Rs 20,00,000/-(Rupees Twenty lakhs )being paid to the owner of the land namely Sashibhusan Acharya, the quoted para 3 reads as : 3) That to-day in presence of the following witnesses the 2nd party(Kamini Mishra ) has paid the  entire amount of Rs 20,00,000/-(Rupees Twenty lakhs ) only to the first party and took delivery of possession of the said land and building from the Ist Party .4) that from to-day on wards the Ist party has no objection or he will not raise any objection in future if the schedule property and building is mutated in the name of the 2nd party ,rather the Ist Party has given his consent through this agreement to record /mutate the schedule property in the name of the 2nd party by filling Mutation case before the Tahasildar ,Jagatsingpur.5) that from to-day the Ist party has relinquished all his right ,title,interest and possession in respect of the schedule land and building in favour of the 2nd party and the schedule property hence this agreement ."

In view of such Agreement for Sale being notarized ,Kamini Mishra has submitted her mutation application before the Tahasildar ,Jagatsinghpur vide Mutation Case no. 2683/2007 .Surpringly ,the R.I Jagannath Nayak has submitted his report making the property free from encumbrances on the basis of which the Addl. Tahasildar B.C.Nayak passed the order of mutation on 18.02.2008.

in spite of such mutation being carried out over the property ,the correction was not reflected as a result ,the title holder and owner Sashibhusan Acharya has deposited the rental dues of the property to the R.I on 2.1.2010 and nothing wrong he has ever smelt out but on account of Web Portal ,the owner is learnt to have downloaded the ROR from which he got to know that his land has been recorded in favour of Kamini Mishra and all his efforts are rendered futile to ride over the fraud meted out to his property because the local administration ,police and the mechanism set up in Jagatsinghpur under the political patronage of local leaders has covered the area with the cloud of terrorism as a result the owner advanced in his age more than 80 does gather courage to visit his native place and so also his family members .husband of Kamini happens to be the Hench man of the local M.L.A .

now question haunts ,in the strict mechanism as to how a Tahasildar holding a quasi judicial revenue court has pronounced the order of mutation and the lease deed and all other signatures shown to have been taken in different papers including the documentation before the Notary B.B.Mohanty are all forged and not a single date Sashibhusan Acharya has visited the office or the Notary nor he has eve contributed his signatures ,Sri Acharya states.

Element of strong collusion between the Addl.Tahasildar,R.I,Notary B.B.mohanty,Kamini Mishra ,her husband and other officials in the Tahasil is foisted only to defraud the property of private land owner as well as Govt money pabale at the time of registration of land .the notary B.B.Mohanty appears to have cross ed all his limits of being a notarian having acknowledged an unlawful sale deed in the name of Agreement for sale .Law demands stringent action.Let see how ,govt reacts and as to how human rights under the umbrella of Human Rights Commission is protected .
